For the visitor who wishes to eventually become permanent there are different courses of action I have heard. One option is to find sponsored work in Tonga, either through the government, volunteer organisations, or through private organisations. During the employment, and while in Tonga, visits to the immigration office, dialogue with officials can often lead to a mutual understanding about the benefits to Tonga for your continuing residence (visa extensions) as well as permanent residence (passport issuance.)
Those visitors with access to influencial members of society can often by-pass, short-circuit the red tape to arrive sooner at the government decision about permanent status. Otherwise, there are no intended obstacles to arbitrarily deny residency to good standing members of the community.
